I have been discussing with Mr. Wilford Hong Kong telegrams 659 - 662, all of which you will have seen.
2. We should be grateful to know your views on the developments reported in these telegrams. With regard to paragraph 4 of telegram No. 659 our inclination is to accept the Governor's pro- posal that one of his officers should visit London (we would suggest in a week's time) in order to contribute Hong Kong's views to the policy decision: shortly to be taken on textile matters, about which we have seen the papers sent with your own minute of & August to Kr. Stewart of Industries I and Mr. Stewart's minute of 11 August to Mr. Hughes. We should like to De able to telegraph the Governor tomorrow about this and would therefore be grateful for your views as soon as possible.

You will have noted the different courses of action set out in paragraph 4 of telegram No. 660 which Mr. Howarth on the Canadian side is said to have considered with Mr. Jones. I do not know if the Board of Trade can assess which, if any, of these courses the Canadians are likely to aŭopt.
