I attach a draft letter which I should like to get off to the Governor of Hong Kong before the week-end. I shall be grateful for your views on the draft and in particular upon the following points:

(a) I have never seen the record of the meeting in which Sir A. Snelling participated. Is the sentence at the bottom of the first pa paragraph of the draft correct and have I

quoted Mr. Whitehead correctly?

(b) Could I see the records of the discussions

which Mr. Jordan held with the Board of Trade if we have them?

Is it correct that there was really very little discussion about Canada and that most of the talk was about Sweden? (Compare paragraph 4 of Hong Kong telegram No. 647).

Am I correct in saying that Hong Kong never answered paragraph 7 of F.C.0. telegram No. 513 (see paragraph 5 of my draft)?

It looks as though the next immediate action is going to be to receive a representative of the Governor as he asks in paragraph 4 of his telegram No. 659. Are we consulting the Board of Trade about this? I would much prefer to discuss the latest telegrams before we get too far in print.
