In his minute of 21st August to you Mr. Stewart has drawn attention to the difficult situation in which we might find ourselves as a result of the suggestion which Hong Kong has apparently made to Sweden that the latter country should restrict imports of nylon shirts from Portugal.

There is I think no need to labour the point that the whole problem of Portuguese textile trade in EFTA is a particularly difficult one for us; it is one of those things that rumbles on from year to year threatening to erupt volcanically upon us at any moment. It is, therefore, particularly unfortuante that Hong Kong should have made this suggestion to Sweden and I hope that she will be told that in future she must not do this sort of thing without prior consultation with H.M.G.

I am only concerned here because Fortugal is involved, but as a general point ought Hong Kong, without reference to us, to suggest to any country that they should restrict imports of any products from anywhere? .
