The Hong Kong Goverment, acting within the framework
of any policy which may have been agreed between the British
and Hong Kong Govɑruments where there is any conflict of
interest and in conformity with any treaty obligātionɛ
should be responsible in practise for the conduct of Nong
Kong's external commercial rel»tions;
tint where a conflict of interest arisen between the British
and Hong Kong Governments, that conflict should be resolvod
in consultationą and
binet in the particular question of the concession of
'voluntary' restraints on Hong Kong's non-sotton textile and
gɛruent exports, provided that the Governor of liong Kong is
satisfied that the concession of restraint does not jeopardise
the interests of H.M.G., he may consede sush restraints wh re
he is satisfied, tinut
(1) that the imparting country concerned is seriously concerned
sbout the level of imports of such items from Hong Kong;
that imports can be shown to be causing or threatening
serious injury to domestic producers of like or

directly competitive products;
(iii) that the principal source of such imports is long Kong
or that the importing country has taken or is taking
netion to limit its imports from its principal suppliers;
in exces where the continuance of an existing restruint
is sought, that the abandonment of such restraint
would pose a threat of fresh or increased injury to
domestic producers.
