Shaun Stewart was good enough to send me
a copy of his minute to you of 7 Auust on
this subject and perhaps I may be permitted
to comment on his paragraph 4.
I think Shaun would agree that his
arguments are based to a large extent on
deductive reasoning and that it does not follow
that in the event matters would work out as
he suggests.

The main questions seem to be
(a) Since Canada has already acted in a
discriminatory way against Malaysia
and got away with it is there any
reason to suppose that she would not
do the same again?
(b)
Although we might be free to retaliate
on behalf of Hong Kong against
Canadian action, would we be prepared
to say clearly in advance that
we should do so if the occasion arose?
