2. Discussion then turned to individual notifications (as before, in the order of the French text). The UAR came first and the unfortunate U.K. representative speaking for Hong Kong was once more required to be the first accuser. I cutlined the、 position as it was at present known to us and nointed out that the requirements for endorsement and the fees involved were cnerous for exporters of small quantities of goods. We were also not clear on the extent to which these requirements might be more onerous on Hong kong exports then on those of some other countries. The UK representative reolied that the requiremento were world wide and not applicable to one particular country. He said that consultations had been held on the question with Hong Kong (I presume by this he meant with the British Embassy in Cairo on behalf of Hong Kong). Draft legislation which would provide for the cancelling of ad valorem fees had now been introduced. As the charging of fees on an ad valorem basis was our major complaint, I thanked the representative for his statement and expressed the hope that the legislation would soon be enacted.
