You will have seen Dunnit's letter to Carter about French Import Restrictions against Hong Kong dated 11 February.
2. We must now instruct Hong Kong on what they may say at the forthcoming Bilateral Discussions with the French about the possibility of intervention by H.M.G. at a later stage in the G.A.T.T. I should be grateful if you would take a look, together with anyone else in the Board of Trade (Mr. Kemmia) who might be interested, in the attached draft
of a saving despatch on the subject. There is not much time as you know, if the French discussions are to take place the end of this month and I should therefore be grateful for your early comments.
