French Import Restrictions

Please refer to paragraph 11 of Counsellor (Hong Kong Affairs) Geneva's memorandum No. 10 (ref. GVA/4/37) of 22 January 1969 which was repeated to you.

but the information available to us here is incomplete. Listed in the Enclosure are products which are specifically restricted as far as Hong Kong is concerned. We also have some information regarding the Franco-Indian Trade Agreement negotiated in November 1968 and the Franco-Japanese Trade Protocol signed on 30 March 1968, although we understand the latter has recently been modified and the changes have yet to be confirmed.

I should be grateful if you would supply me with all available information on (b) and (c) above, including quota levels set for the items concerned.

As an official French delegation is shortly due to visit Hong Kong for informal talks, it would be appreciated if information readily to hand could be made available as soon as possible, and if such information is not immediately available could be furnished as it comes to hand.
