Collin made it clear that he could discuss only the imple tentation of the arrangements for the second year of the extended S.T.A. the basic terns of thich were set out in Chapelle's letter of 19th October 1967 to lose, a copy of which is attached for ease of reference. So we had perforce to concentrate on (ii).

The net result of these discussions was that the French
undertook to

issue the notice to importers in a fortnight or so1 and to include in it the information that for the au fur et a mesure half of the quota the long Kong authorities would stamp proforma invoices on demand (we had noted that French importers had applied for more quota on the old examen simultane than on the new au fur et a mesure and wondered if this wes because the notice to importers had not explained the change and that importers had not realised that in theory at least import licences should be much more quic ly obtained for this half of the quota);
-
refuse licences in 1969 to those who had failed to use their licences in 1968;
inform us when the issue of licences against long Kong's half of the quota was delayed more than two or three days";
issue licences up to a total quota of 420 metric tons for the year to 30/9/69 (i.e. including 5 carryover), broken down thus

They also gave us to understand that if, at 30 September, uniscued quota remained in hand, they would continue to issue import licences and had no objection if we continued to endorse proforma invoices.

They undertook to confirm all these arrangements by notice in the Journal Officiel or letter to the British Embassy.

They further confirmed that women's undergarments (61.04) were liberalised to Hong Kong, as we had assumed from GATT/COT 116 of 26 Cctober 1963.
