The Department has decided, on the advice of the Textiles Advisory Board, to adopt the following procedure in respect of the proforma invoices concerned

(a) Shippers must submit to the Department in

duplicate a completed registration form (see specimen at Enclosure 2) and two copies of the proforma invoice relating to each contract. Supplies of the registration form are obtainable from the Department's Textiles Licensing Office, Fire Brigade Building, Second Floor. Shippers' attention is particularly drawn to the requirement that the quantity of the order be given in metric tons on both the registration form and the proforma invoice.

(b) The Department will receive registration forms

as from the issue of this Notice and endorse the proforma invoices on a first-come-first-served basis up to the quantities available (half the limits for each group). The Department will retain the original of the registration form with a copy of the invoice and return a copy of the registration form with the endorsed invoice to exporters.

(c) To ensure equity, the Department reserves the

right to refuse to endorse proforma invoices in certain circumstances (for example, if one exporter applies for too large a proportion of the quantity available).

(d) The Department will register proforma invoices

as they are endorsed. The registration will be valid for six months from the date of

acceptance. (Extension of validity will not normally be granted.) Failure to use endorsed proforma invoices may lead firms concerned to be denied participation in future schemes of a similar nature.

Exporters should send the endorsed copy of the proforma invoice (plus at least one extra copy which has not been endorsed) tó their French buyers in order that the latter might secure the corresponding import licence.

IV. Issue of export licences in Hong Kong

Export licensing procedures will be as follows

(a) firms which ship against the Hong Kong half of

the import quota must include their registration numbers and the relevant French import licence numbers in the quota reference column of export licence applications. The Department will issue licences to each applicant up to the registered quantity in metric tons;

(b) firms which ship against the French half of the

import quota should include the letters "F.A.Q.' and the relevant French import licence number in the quota reference column of the export licence applications.
