I refer to Mrs. Dixon's letter of 4th October and your telephone call to her with the request that we await the outcome of the unofficial soundings which Mr. Nash was making at the Italian Ministry of Foreign Trade before sending him the draft Note Verbale.
I have today received a letter which Mr. Nash wrote on 11th October and in which he says that his soundings on this matter have produced no useful result. You will, no doubt, have received a copy. As you will see, Mr. Nash finds that the practice is too firmly established to be changed by unofficial negotiation and he again requests a Note Verbale.
