You will remember that Iain Murray mentioned to you the other night the question of retaining Consular Endorsements of the Certificates of Origin for Hong Kong imports into Italy?

2. The present situation is that Mr. Nash of the Rome Embaspy has made unofficial soundings at the Italian Ministry of Foreign Trade, without any conspicuous success, and has now agreed that he be supplied with a Note Verbale. The Board of Trade have drafted the enclosed note and have asked us for our comments. In the interest of speed we are not proposing to send this to Hong Kong for consideration but to ask you for your opinions and comments instead.
