I have studied the Board of Trade's draft Note Verbale and the other papers you sent me on 18th Novem-

ber, and have come to the conclusion that I must advise fund in

you to send the draft Note Verbale to Hong Kong for comment. I say this for two reasons. First, the subject of certification of Hong Kong origin is a complicated one with many ramifications (some of which are very awkward indeed) and can only be commented upon adequately in Hong Kong. Secondly, I think it advisable that all documents on problems relating to Hong Kong's external commercial relations such as the Note Verbale should as a general rule be seen and commented upon in Hong Kong before they are despatched to foreign governments.

I apologise for taking so long to give you this rather terse advice, but events of the past few days have diverted my attention to other, more pressing, matters.
