2. I am copying to Stewart in Hong Kong Department. He will appreciate that there is a certain difficulty in explaining to Hong Kong why no reply to the aide memoire on Consular Fees can yet be expected, since they presumably believe the aide memoire was handed over in July rather than October. If you should wish to amend the telegram to make this clear, we would not object.
