I believe you have some reservations about our suggestion that we were getting near to the time when only a message from the Prime Minister to the President would serve to break the deadlock on textiles.

In proposing this, we were very much influenced by evidence that the President himself has been giving no constructive thought to the problem and that there would be advantage in trying to stimulate him to do so
before it is too late.
3.
The attached cutting from "The Washington Post" of the 18th of October illustrates the situation rather woll and I think you will bo interested to see it.
