The issues of the Daily News Record of 17th and 20th October suggest that the question of a multi-lateral conference is still a live issuc and indeed you will see that it even stung Mr Nehmer to refer to it in a speech to the Textile Distributors Association of New York, though it is not clear from the text whether he was dismissing the idea of an international meeting out of hand. The reports from Tokyo not unnaturally suggest that the United States may be prepared to go along with the idea, but Mr Stans was certainly giving nothing away when he talked to the press, presumably on the 19th October, though a lot can be covered by the hope that "an understanding meeting the requirements of both countries" can be negotiated during Mr Sato's visit to Washington. My belief is that the Americans will be prepared to go along with the idea of a conference, but will fight hard to ensure that the Terms of Reference point towards a solution which they will wish to see adopted.
