AIDE-MEMOIRE
Referring to the Aide-Memoire dated August 1, 1969 on the subject
of non-cotton textiles, the United States Government has reviewed the
points cited by Her Majesty's Government and the apprehensions ex-
pressed about possible repercussions from restraints on imports of
man-made and woolen textiles into the United States.
During his visits to London and Hong Kong, Secretary of Commerce
Stans described in detail the nature of the textile import problem.
It is the view of the United States Government that continuation of
the current growth rate of imports of non-cotton textile and apparel
products would adversely affect major United States investment and
employment opportunities in this industry.
It is not the intent of the United States to choke off imports
of such textiles into the United States market. On the other hand, it
is imperative that a moderation of the present growth rate of such
imports be effected promptly if serious injury to our industry and
economy is to be avoided. The United States believes that the best
solution to this problem can be achieved through agreement with the
exporting countries principally concerned.
