cotton in The Hague, will be coming to London at the end of
next week and will be available for discussions about the
American issue on 24 and 25 November. His intention (which may now have been abandoned) was to go to Washington on an unofficial
visit from 26 to 28 November.

Against this background (which I apologise for setting out at such length) Mr. Midgley's letter is interesting. At the
very least there is some indecision amongst us, with the only
common basis of agreement apparently, the conviction now shared
by everyone that the Americans really mean business.
