Mr. Carter has asked me to deal with Hong Kong telegram No. 36 about the surprising US request for consultations on man-made fibre and woollen textiles – surprising in the light of the earlier information that such an approach had been postponed for at least sixty days.
2. I hope that after your minute of 26 August to Mr. S. Stewart, which you copied to Mr. Whitehead, you will agree with the enclosed draft of a telegram which we propose should now be sent to Hong Kong. It may well be that this approach by their Consul General in Hong Kong was indeed a "formal request" for consultations but it might suit us to take the different line reflected in the draft telegram.
3. I should be grateful for Board of Trade comments as soon as possible.
