Mr. Stans was accompanied by a party of about 15 officials

(including I believe three from the United States Consulate

General in Hong Kong). Mr. Nahmer was the chief official

in the American party which also included Mr. Katz from the

United States State Department and Mr. Blackman from the US

Department of Labour both of whom were present at the talks

in London. The Hong Kong team was led by Sir J. Cowperthwaite

who was supported by Mr. Jordan, the Acting Director of

Commerce and Industry, Mr. Lupton and Mr. Haddon-Cave (from the

Economic/Financial side of the Secretariat), Mr. Maddox

(Political Adviser), two or three members of the Department of

Commerce and Industry and myself.

On the American side all the speaking was done by

Mr. Stans, Mr. Nahmer, Mr. Blackman and Mr. Katz.

On our

side Sir J. Cowperthwaite did most of the talking with

interventions from Mr. Jordan and myself and a brief interjection

from Mr. Haddon-Cave.

Mr. Stans explained that the problem was one of wool

and man-made fibres and that he had not come to negotiate.
