8. Apart from the early abrasive exchange, the meeting
went very much as expected, and indeed one of the American
party commented later that he could have written the
conclusion before the meeting began. But American
officials, as well as Mr. Stans, obviously felt that they
had been given rather rougher treatment than they were
entitled to expect. It would be a pity if the very valid
points which the Hong Kong side put forward with clarity
and firmness were obscured by a resentment on the part of
Mr. Stans to his reception in Hong Kong which might cloud
his attitude towards Hong Kong on other issues.
9. I do not suggest that there is anything we can usefully
do about this except perhaps to warn the Governor of Hong
Kong and our Ambassador in Washington in case Mr. Stans
does carry the matter further.
