of their country to unlimited investment by Americans and
people from other countries and we argued this would pro-
vide them with technology, with managerial abilities,
with capital and credit that would contribute to the
development of the Japanese economy.

SECRETARY STANS: We stressed this point very
strongly and said there was no need to fear. We asked
specifically what are you afraid of if American companies
come to Japan, invest their money, obey the laws, pay
Japanese taxes and employ Japanese labor.
