specifics of a program to decide whether that is the best

course of action or whether there are alternatives and at

best now if we proceed under the Geneva solution it would

probably not be before September.

QUESTION: Mr. Secretary, do you think it is

necessary for you to begin. talking to Chairman Mills of the

Ways and Means Committee or any other Congressional Committee

about an import control bill on textiles this Summer perhaps?

SECRETARY STANS: I think we would stay in touch

with Chairman Mills and Congressman Burns of the Ways and

I think they are entitled to the knowledge of our discussions

in the foreign countries and I expect to meet with them in

the next few days.

QUESTION: You expect a bill will be moved through

17 Congress at any stage this year?

SECRETARY STANS: I think it all depends upon the

19 course of action that we decide is most effective in dealing

If it is not possible for the Executive Branch

successfully to negotiate voluntary arrangements with other

our trading. partners on the subject of textiles, I believe

there is a very strong movement in the Congress that could

very well advance legislation to the White House for signature.
