These two points

one, that we could not absorb

all the production of the world and two, that we were not

asking anybody to roll back production but merely moderate

the rate of growth in the future constituted the major part of the discussions and all the rest was really detail.

I would not be honest if I didn't say that in most

7 countries there was strong opposition to any consideration

of this subject before we arrived, but I think that in almost

all countries our discussions had a significant impact with

some of the European countries that are willing to sit down

and discuss this matter with us further in negotiations and

we think the same is true or likely to be true among some of

the countries of the Far East.

In our trip, however, we did not intend to negotiate

and did not negotiate. We went merely to state the case. We

did not make any demand or give any ultimatums. Our purpose

was to exchange information on the subject and as a basis

for determining a course of action.

I reported yesterday to the President on my trip

to the Far East.

I had reported to him two weeks ago on

my trip to Europe.

We are now in the process of developing a plan

and program to be presented to the President within two weeks

and therefore, a course of action to deal with the textile

subject.
