2 and all other textile manufactures, whether spun, woven,
3 knitted, felted, bonded, or otherwise manufactured of cotton,
wool, or manmade fiber, or any combination or blend thereof

(2) The term "category" means any of the groupings,. 7 by type of fiber, of textile articles set forth in the S Department of Commerce reports (commonly known as
9 "TQ's") covering United States general imports of textile
10 articles.
11 (3) The term "Secretary" means the Secretary of
12 Commerce.
