2 in that category during a representative historical period
3 of not less than one calendar year prior to 1969. If the 4 President establishes such a limitation on any category, he
5 shall limit the quantity of articles of each foreign country in
6 that category which may be imported into the United States
7 during the calendar year for which such limitation was
s established to an amount which will bear substantially the
same ratio to the aggregate quantity of the articles in that
10 category which will be imported into the United States from
11 all foreign countries during such calendar year that the ar-
12 ticles of such country in that category which were imported
13 into the United States during calendar year 1968 bore to
14 the aggregate quantity of the articles in that category which
15 were imported into the United States from all foreign coun-
16 tries during calendar year 1968.

(b) Neither the operation of section 2 of this Act nor
18 any action by the President under subsection (a) may
19 affect in any manner any quantitative limitations on textile
20 articles exported to or imported into the United States
21 established pursuant to any multilateral or bilateral inter-
22 national agreement which is in effect on May 15, 1969,
23 for so long as such agreement remains in force and effect
24 and is enforced in a manner whereby imports of textile
