as estimated by the Secretary, will increase or decrease in 4 comparison with the aggregate United States domestic con- 5 sumption of textile articles during calendar year 1968.
6 (b) The Secretary shall reduce the aggregate value
7 limitation prescribed in subsection (a) for the textile articles
8 of a foreign country for calendar year 1970 by that amount
9 by which the aggregate value of such articles of such country
10 imported into the United States during the period July 1 11 through December 31, 1969, exceeds the value of such im-
ports into the United States from such country during the 13 period January 1 through June 30, 1969.

(c) The Secretary, before the beginning of each calendar
year after 1969, shall determine and publish the aggregate
16 value limitation prescribed for such calendar year under this
17 section with respect to the textile articles of each foreign
18 country.

SEC. 3. (a) Within the limitation prescribed in section
20 2 of this Act, the President may limit the quantity of textile 21 articles in any category which may be imported into the
22 United States during any calendar year after 1969 to an
amount which will bear the same ratio to the estimated
24 United States consumption of all articles in that category
25 during such calendar year that imported articles in that
