Senator Dirksen has conveniently pointed up the wider implications by advocating quotes on steel and several other products as well as on textiles; and over 300 members of the House of Representatives have just addressed an appeal to the President asking for quotas on shoes. It is hard to guess how the situation will develop, but it seems clear that foreign governments should meanwhile continue to give nothing away. It is to be hoped that Jean Rey, who is seeing the President this week, will be firm; he gave no sign to the contrary when he saw American officials here last week.
