Talking points on Non-cotton Textiles

Why do H.M.G. disagree with the suggestion of a GATT

conference to discuss the textile problem?

From the evidence we have seen of the state of affairs

in the U.S. domestic textile industry we see no justification

for general restraints on non-cotton textiles. There is

therefore no valid reason for calling a special GATT conference,

and we understand that other GATT member countries feel the

same way.

Would the U.K. object to the U.S. entering into voluntary

, restraint agreement with low cost suppliers (e.g. Hongkong)?

As we have already stated we do not see that the U.S.A.

have any justification for general restraints on textile

imports.

What would be the U.K. attitude towards an extension of

the LTA to non-cotton textiles?

We can see no justification for such a move and would be

worried about the potential effects on non-developed countries.

What possible action does the Prime Minister think the

U.S. Government could take to solve its textile problems?

Primarily this seems to be an internal problem and if

these are genuine hardships in certain individual sectors of

the U.S. textile industry these should be dealt with by

internal measures. If there is genuine evidence to show that

injury is being caused to individual sectors by imports then

adequate remedial action is provided for by Article XIX of

GATT.

What would be U.K. reaction to raising U.S. textile

tariffs?

At the present time nearly all the U.S. textile tariffs

are bound. Increases could be negotiated in GATT provided

adequate compensation can be agreed.
