I entirely agree that someone from London should go to
Hong Kong for the discussions which Mr. Stans and his team will
have there.
This is also the view of Mr. Carter and Mr. Whitehead,

of Trade official is from C.R.E. Department (e.g. Mr. Goldsmith)
and not from the industries side of the Board of Trade.

I think Mr. Whitehead should go as our concern in the forthcoming
discussions in Hong Kong: is with the overall textile problem,
with which Commodities Department deal, rather than with Hong Kong's
existing bilateral arrangements, with which Hong Kong Department
deal.

Board of Trade soon. Would you care to broach this subject with
Mr. Hughes or shall I have a word with Mr. Goldsmith?
