As seen from here, possibilities are :- effectiveness of Hong Kong's control over goods
embargoed by COCOM;
whether Hong Kong authorities would co-operate
with Americans in preventing goods of U.S. origin
from reaching China.
3. We suggest that you should avoid discussing (a) although there would clearly be advantage in being as
informative as possible about the controls you operate. You might offer to investigate any alleged case of evasion. As regards (b) we would hope you would avoid any commitment to help since American policy is
one with which HMG disagree. We are also against implied principle of extra territorial jurisdiction
which that policy involves.
