(a)
Paragraph 3 of the Submission and Paragraph 2
of the Telegram
Whilst it is all right in documents for internal use to refer to the "generally solid front of opposition", it may be important in dealings with the Americans to try to illustrate that the objections spring from each country's assessment of its interests and not from mere anti-American ganging up (you may recall that the Canadians had some trouble over Japanese press reports of an alleged "agreement" to oppose the American initiative on extending the LTA). It might be worth adding, after "opposition", in para. 2 of the telegram, something like "reflecting each country's assessment of the difficulties".
(b) Paragraph 8(b) of the Submission
I suggest that a comma might be substituted for the full stop and the following added, "and should enable them to resist successfully any attempt by Stans' advisers to convert the talks at official level into a negotiating session."
(c) Paragraph 3 of the Telegram
Our inclination would be to amend the first sentence of this paragraph by omitting the words, "if possible", and substituting, "ɛltögether",
I imagine that, in the light of the comments you have received and the outcome of your submission, you will be circulating a revised draft of the telegram for final clearance.
