of the Kennedy Round had still to be fully digested.
But the problems relating to non-tariff barriers
to trade were becoming more and more threatening.
There were strong protectionist forces in the United States supported by professionally managed lobbics.
There were also strong protectionist pressures in Europe especially in relation to agriculture.
The President had authorised him to inform
Heads of Government that the United States Administration
were concerned about increasing protection of agriculture
from both political and economic points of view. Developments which encroached upon the U.S. traditional agricultural markets in Europe tended to increase pressures for protectionism in the United States.
Mr. Stans
