It was thought worthwhile to send you a copy by saving of FCO telegram No.310 to Bonn about "Mr. Stans and textiles" You
should get this telegram by the same bag as this letter, but I attach another copy for ease of reference.
2. Of course this telegram will be immediately recognisable to you for what it is, guidance for selective use by our posts, principally Western European, on the general line likely to be taken with Stans towards the objective (almost universal I think) of disuading the Americans from their protectionist course. You will not expect it to reflect any of the particular concern for your interests in this matter which is nonetheless felt.
The last thing we would want you to do would be to take it as an answer to your telegram No.296.
3. As you will know, we have so far only dealt with the first paragraph of that telegram. I am glad to say that it will be possible for David Sellers to attend the appropriate discussions when Stans is here. Although the programme is not yet finalised the indications are that there will be a political meeting between Stans and the President of the Board of Trade - and this of course Sellers will not be able to attend - and also official discussions which it is possible Stans himself may also attend. It is the latter to which Sellers will be invited.
4. We are in discussion with the Board of Trade to ensure that the Hong Kong view of the situation which you set out in your telegram No.296 18 taken into proper account when our own line on the American proposals has been finally worked out in detail.
