Textiles. P.C.O. Paper
I attach a draft paper laid out so far as possible as indicated at Mr. Hughes' meeting on 1st August.
2. Since the P.C.0. paper will need to set out the case for working for the ending of the C.T.A., the first part of the paper is longer than is perhaps necessary for Board of Trade purposes, since I think that on this there is a large measure of agreement.
3. The second part of the paper attempts to set out both sides of the coin on escape clauses. No doubt you will wish to discuss these when the figures on which you are working (and for which the paper provides a peg in para 22(a)) are available.

Perhaps we should aim at a meeting on or about 14th August. 5. I am sending copies of this to Mr. Whitehead, Mr. Carter and Mr. Slater, though as they will appreciate agreement is not yet established on all points within the Board of Trade, since they may wish to prepare for a P.C.0. discussion.
