Textiles Policy
You already have a copy of the paper on International Trade in Textiles (PCO (69) 17) which was considered at a meeting of PCO on Friday
5 September. At that meeting it was agreed that the paper should be amended in the light of the discussion and submitted to Ministers with a short covering note from the Chairman.
I now attach a copy of a letter from
Mr. Goldsmith covering documents which seek to carry out the decisions of the Committee. The amendments proposed and the draft covering note seem to me to be satisfactory (though I was not at the PCO meeting). I should however be most grateful for your comments. You will see that we are asked to let the Board of Trade have any suggested amendments by midday today.
The Hong Kong authorities are as you know aware of the terms of the original PCO paper. I do not propose to let them have the amendments now suggested. Instead, I think that it would be sufficient (once we know that the draft covering note is agreed) to telegraph the text of the covering note to the Governor (under a "Personal" marking) and to ask for his urgent comments. I should be grateful to know whether you consider this procedure to be acceptable.
