I am sorry that, for reasons which have been explained to your office, I have been unable to let you have my comments on your paper by the time limit you suggested. Since, however, I do not want to ask for a meeting to discuss the paper, but only to draw attention to one or two points arising from it

I hope that this will not cause you any difficulty.

2. I fully appreciate the reasons for saying that, in the face of our decision to rely after the end of 1971 on tariffs rather than quotas for the protection of domestic industry against imports of cotton textiles, it would suit us if the long term arrangement were brought to an end at any rate ter 1971. But I think that it is realistic to conclude that we have little chance of achieving this objective unless something effective and generally acceptable can be put in its place. It is obviously right also for us to try to secure improvements in the extended Arrangement.
