In regard to non-cotton textiles we do not believe that there will be any need at this meeting, as far as what we say in open committee is concerned, to go beyond the line we took at the last meeting: that is that if there are problems in non-cottons we are prepared to agree that they should be looked at in the
framework of the GATT.
3. We know that you would prefer any such study to be
carried out in the CTC. However, when in addition to ourselves, the EEC, the Japanese, and presumably the Americans, would all prefer such a study to be carried out by the GATT we would not expect your preference to attract much support. Presumably therefore you will not wish to promote this line in probable isolation.
4. We shall naturally keep closely in touch both with the EEC and the Japanese by means of informal discuss- lions.
