Kennedy Round: Hong Kong's Concession on Urmanufactured Tobacco

I enclose a copy of a letter I have recently received from Mr. Pradhan, the Resident Representative of India to GATT and UNCTAD, about the above concession.

2. Apparently, the Indian Government have only just realised that the removal of the preference did not apply to Kalawi and they are complaining about the alleged discrimination against their trade. Obviously, as this was a concession made to the United States during the Kennedy Round there can be no question of altering it at this stage, especially as the legislation giving effect to the new rates of duty is now in force.

I also enclose a copy of my interia reply to Mr. Pradhan on this question and I should be grateful to learn if there is anything further you would wish me to say.
