I regret that my original enquiry as to whether Articles 8 and 11 of the Anglo-Indian Trade Agreement were connected has turned out to be a false trail.
2. Mr. Cruchley has, however, given his opinions below, on the minuting on EG 6/29, in which he agrees with the appraisal in your minute
of 23 July. Nevertheless a reply along these
lines will be of small comfort to the Indians, and was, albeit briefly, discussed at the meeting with them on 18 June (see paragraph 6 of the Report at (6)). The announcement of a UK tariff against cotton textiles imports has also prompted an Indian protest alleging breach of the 1938 Agreement (my information here is based solely on an article in yesterday's Financial Times - attached), and we must presumably be careful that our eventual reply * does not conflict with anything the Board of
Trade may say on that issue.
