Hong Kong Preference on Indian Tobacco

Please refer to McKelvie's letter HKK 6/28 of 7.

copied to you, October 1969 to Tom's in the Board of Trade about the

Indian Aide Memoire on the elimination of India's pre-

ference on unmanufactured tobacco and our reply of 2

October 1969. I now attach a copy of a letter from the

Indian High Commission on this subject.

Bharadwaj came to see us before writing his letter

and explained that he had received confirmation from

his Government that preferential treatment is in fact

accorded to certain imports from Hong Kong under the

terms of the UK/Indian Trade Agreement 1939. We said

that we would be pleased to receive details and under-

you. took to pass them on to the Hong Kong Government. We

added that we doubted whether this information would

affect the issue since our case rested primarily on

the reasons given in our Aide Memoire. Bharadwaj said

that he appreciated our position but hoped that the

fact that India does accord preferences on products of

"active trade interest" to Hong Kong would persuade the

Hong Kong Government to reconsider their request in a

more sympathetic light.

3. You will see from the statistics given in

Bharadwaj's letter that, on the basis of the items

listed, only a very small proportion of trade is affec-

ted and we have no doubt that a further examination of

India's trade statistics would not reveal any items on

which there is a substantial trade interest to Hong

Kong.

In the circumstances we would be grateful for your

comments on Bharadwaj's letter in order that we may

reply to the Indian High Commission as soon as possible.
