I have drafted to Mr. Maynell: I gather from TPD that he is likely to be more concerned than Mr. Tippetts. But there are spares in case not.

I have not introduced into the draft the com- plicating factor of the possibility that Hong Kong might prefer to enter into voluntary restraint agreements with the community at negotiated levels. At this stage I think this could only delay an approach which we are agreed ought to be made
soon.
