In your Hong Kong discussions with Dodge you will no doubt have considered the possibility of a formal

protest such as Dodge was advocating against the discriminatory proposals already tabled by the Commission. Since we learnt of the talks impending

between Goldsmith and Ernst we have concluded that a

decision on the merit, and if there is merit, on the timing, of any formal representations must await the

outcome of these talks. However we should like to

discuss this question with you if and when you come to London after The Hague.

2. It seems that no date has yet been fixed for talks

with Ernst although 2 December in London has been

mentioned as a possibility. I must leave it to Goldsmith (who is away for a few days) to provide the answers on this (and other) points raised in your

letter.
