The arrangements proposed are satisfactory. We
expect that Hughes will see the Commission visitors
for proposed general discussion in the early afternoon
of 1st December.
2. We will attempt to fit into the later afternoon
the meeting at which Hong Kong representatives will
be present, leaving Tuesday morning for Ernst's bilateral
talks with us. We shall keep the proceedings as
informal and on as small a scale as possible.
