The Hong Kong Government, acting within the framework
of any policy which may have been ogreed between the British
and Hong Kong Governments where there is any conflict of
interest and in conformity with any treaty obligations,
should be responsible in practise for the conduct of Hong
Kong's external commercial relations;
where a conflict of interest arises between the Dritian
and Hong Kong Governments, that conflict should be resolved
in consultations, and
Bimal in the particular question of the concession of
'voluntary' restraints on Hong Kong's non-cotton textile and
garment ́exports, provided that the Governor of long kong la
antiefied that the concession of restraint does not jeopardise
the interesta of H.M.G., ho may concede such restraints whero
he is entisfied, thet

(1) that the importing country concerged in seriously concerned
about the lovol of importa or such items from Hong Kong;
that importe can be shown to be causing or turentoning
serious injury to domestic producers of like or
directly competitive producte;

(iv)
(iii) that the principal source of much imports is Hong Kong
or that the importing country has taken or is taking
action to limit its imports from ite principal suppliora;
in cases where the continuance of an existing restreint
is sought, that the abandonsent of such restraint
would pose a threat of fresh or increased injury to
domestic producere.
