Mr. Wilford identified four points to be discussed:
(a) Negotiations Hong Kong/Canada. He said that there
was no doubt that the instructions sent to the Governor had put him in an extremely difficult position vis-a-vis the Canadians and internally in Hong Kong vis-a-vis the Textile Advisory Board and Executive Council.

(b) Consultations regarding general issues policy.
enquired how the proposed paper for the PCO was progressing. Hong Kong had a vital interest in this and he hoped that Mr. Jordan would be able to discuss the issues raised in the proposed paper. Constitutional issue regarding delegation of authority to the Hong Kong Government to negotiate internationally on commercial matters.
(c)
(a) The possibility of negotiations with the United
States (in the light of Washington Telegram No. 2336 of 27 August this was no longer such an urgent issue).
