19. The basis on which these arrangements

must rest is one of full consultation and, as necessary, of association in the steps that need to be taken. This requires the fullest exchange of views on policy considerations and, in the case of talks or negotiations, agreement

on the brief to be used. As already indicated,

it has been difficult to achieve an identity

of views on the policy to be pursued in the

case of non-cotton textiles and to resolve

the differences. This uncertainty has greatly hampered the actual conduct of negotiations in a number of cases. In others the opportunity

to reach an agreed position on the negotiating brief has been denied by the failure of the other country concerned to provide full details and supporting information on the

matters to be discussed. Due account needs

to be taken of this factor in arranging the dates of negotiations and a firmer line may

need to be taken with some countries over the

prior communication of the demands they are making and the advance provision of supporting

information.

20. A more detailed version of paragraphs

1-3 of the statement might incorporate any agreement on the points discussed in paragraphs 17-19 above. It is not considered that the statement need or should touch on the

considerations mentioned in paragraphs 10-14.
