Dear Denzel,
In our preliminary discussions with the Governor of Hong Kong about the conduct of the Colony's commercial relations, the Governor asked for amplification of paragraphs 1-3 of the statement in FCO telegram No.580 of the 29th August to Hong Kong.
There emerged the attached document as the basis for discussions in which the Board of Trade and the Ministry of Technology will join at 10.30 a.m. on Wednesday, 26th November. This is intended to be a replacement of the earlier statement and to stand on record here and in Hong Kong as a guide to the future conduct of relations.
I enclose for your use two additional copies of this letter and enclosure and am sending copies of both to Carey in the Ministry of Technology and to Sellers of the Hong Kong Government Office.
