conduct of Hong Kong's commercial relations which
emerged from our discussions with Trench on 26 November.
We agreed that this document would need to be
submitted to Ministers. However, the Governor has
asked for time to refer it to Hong Kong for any views
his officers there might wish to express. We shall
not therefore be submitting it to our own Minister
until we have the Governor's confirmation that the
