i enclose a copy of the document about the conduct of Hong Kong's commercial relations which emerged from our discussions with Trench on 26 November.
ne agreed that this document would need to be submitted to Xinisters, However, the Governor has asked for time to refer it to ing Kong for any views his officers there dicht wish to express.

our own Minister until we have the Gov mor's confirmation that the text is agreed. 4 shall, however, be grateful for your confirmotion now that the text is in the form agreed ot our meeting.
